The announcement from Russia came after 10 days after breaking the Grain Deal, which secures the passage of grain produced in Ukraine to the world. And, of course, with the warning that the Seas through which the grain cargo would pass belongs to ‘us’ and ‘we’ ( Russia) would not let it pass.
There is famine and draught in many African countries, and they are heavily dependent on the wheat coming from Ukraine and Russia. Many African countries are poorly developed and heavily exploited in the past, and in the old times, they have beared the anti-human burnt of slavery. The colonial powers long back took care that the disputes sown between countries, communities keep smoldering, fanning tensions between the humans, aided by whimsical cartography. The land is divided amongst the favored goons and despotic, politically ambitious hegemons with loyalty to supreme powers with little care for natives.

And, in international politics and the power struggle who gives it a damn for death by hunger, exploited natural resources, or, by pollution or contamination as the countryside becomes a huge waste dumping depot by some nuclear, biological waste dumping developed country. Because, in the eyes of beholder authorities of rich and developed countries, a particular country is not represented by the suffering people residing in but by who rules them! If it is ‘pro’ to other expansionist group of countries, then they exploit together.
The friendship (Read interference) is often cultivated carefully. It’s the relationship between the past rulers and subjugated subjects with historical ties. It is a superficial concern shown from time to time under the garb of principled guards of Democracy; under feigned cooperation about guarding them against economic instability and inventing a common currency and accruing the profits in own banks. It’s the carefully selective relationship after solid knowledge of what is there beneath the land and under the surrounding blue seas. And, with the latest thrust to mining sea beds (which is sending jitters among the environmentalists, nature conservationists and scientific communities across the world), the further exploitation always utilizes the latest in science and technology.
Of course, no human race has remained ignorant about neocolonialism. Still, the innovations by the ganged up intelligence invents more sophisticated and well hidden ways of exploitation, and that is where it becomes dangerous. There is a lot of development going on in Africa, but it’s necessary to see it it is sustainable and will serve Africa and eventually the mankind a long way.
Nobody cares about the living fauna, flora, environment, the delicate climate balance. And, the poor humans and democratic values rank far distant.
Africa suddenly became new battle ground. The second largest continent encircled by Red Sea, Mediterranean Sea, the Indian Ocean and the Atlantic Ocean. It covers 20% of the Earth’s land and 6% of its total surface area.
Wikipedia cites geography, climate, tribalism, colonialism, the cold war, neocolonialism, lack of democracy and corruption as the main reason for its least wealthy continent per capita and second least wealthy by total wealth.
Its large and young population and developing state a lucrative market for capitalist world.
Ealier, swords and guns were required to conquer other countries long replaced by trade and diplomacy. The only refinement and evolution in thought! The Middle East playground is becoming vacant now. The failed development and experiments in Libya and the fled jihadists from there are already thriving in the fertile soil of the horn of Africa.
Substitutes to fossil fuels are slowly but surely started to emerge, and so also the new colonist mindset. The interest in the Middle East is waning. The neo expansionist race has begun. Earlier, it was Europe, now with them are the newly rising, shining, falsely certified, successful economic models of Asian giants.! The new hunters on the scene.
The cycle is relentless. Development, more development, and exploitation! Along with Europe and China, now Russia and Why Russia only, many others, too, have joined the race. Several major actors in Africa, along with the Western countries, are China, India, Turkey, and Gulf states. South Korea, Japan have entered the fray. While China uses money, facilities, loan to lure the African countries, France and West cloaked themselves in a role of protector, saviours of democracy. While Russia is literally infiltrated Africa through mercenaries.
The Wagner worked in Mali, CAR, Libya, and for a brief period in northern Mozambique. They are a hired lot, and unlike other saviours, they don’t care who the rulers are. Are the rulers democratic, autocratic, or socialist communists. Selling guns for money. So, for the rulers of many African countries, these protectors are safe. They are the hired hands, not aiding governments of other foreign countries or past masters. Friends of government. Helping the ruling powers and are a handy protection if any poor section of people resurrects to protest against the rule. The latest example of Mercenaries are safe for autocrats is produced by the Wagner chief who extended his support to coup leaders of Niger who have seized the power from present government in a coup The invention of Mercenaries for Protection is really a concealed guerrilla way to a slow acquisition of the bounty.
Coming back to Russia – Africa Summit, it included the agenda “economic and humanitarian forum”. Kremlin has agreed on trade, investment, scientific, technical, and security cooperation
Russia’s President Putin announced that in the coming months , Russia will be able to provide free deliveries of 25000 to 50000 tonnes of grain to Burkina Faso, Zimbabwe, Mali, Somali, the Central African Republic and Eritrea. The grain delivery will begin in coming 2 or 2 months.
The announcement came 10 days after Russia broke the grain deal, a fall out of the inclusion of Sweden and Finland into NATO. It is clear now that Russia doesn’t value weakening UN or mediating Turkey, who crafted the grain deal last time clearing the grain passage to third world countries. Also, along with new markets, Russia carefully selects the targets to further bomb the grain storing facilities of attacked neighbors with missiles, rockets, and drones.
President Putin took care to accuse Ukraine and the West as culprits behind the broken grain deal. – ‘none of the conditions of the agreement concerning Russian grain and fertilizer deliveries have been met’ he said. Of the 32.8 million tonnes of grain exported from Ukraine under the agreement, , “ less than 3 percent went to poor countries “but” more than 70 percent to higher income countries, mainly the EU”, he said, perhaps deliberately omitting the intermediary European countries helping the grain cargo to travel further.
President Putin insisted that “our country can replace Ukrainian grain commercially and free of charge,” asserting that Russia is a “solid and responsible ‘producer’. Putin also announced that debts of 23 billion dollars to African countries are now written off, and an additional 90 million dollars will be allocated to the African countries. He also added that Russia was prepared to supply some weapons to Africa for free to enhance security on the continent and to work more closely with African law enforcement and intelligence services. Trade between Russia and Africa reached USD 18 billion in 2022.
He promised increased enrolment of African students in Russian universities, the opening of Russian state news media bureaus in many African countries. And, a proposed common information space in Russia and Africa within which objective, unbiased information about events taking place in the world will be broadcast to Russian and African audiences. The importance of African countries also lies in the fact that this is the largest voting bloc at the UN, though divided. It consists of 54 nations.
It is also noteworthy that the earlier Russia – African summit of 2019 saw 43 countries attending, which now falls to a poor 17. The West was shocked by a suddenly surging belligerent Russia in the mineral rich African land and states that Russian companies have already acquired oil and gas there. Thanks to mercenary Wagner group providing much needed security and protection to unstable, suspicious autocrats and sham democracies for oil, gold, diamond, software minerals and timber. Who gives a damn to suffering commons.
Many in the West have accused that Russian companies have acquired African oil and gas assets by the dozen in recent years, just as mercenaries from the Wagner group have flooded the continent trading security services for lucrative oil, gold, diamond and timber concessions.
Of course, it’s not that much easy in changing times, with every human race preserving its bounty and demanding of others. Humans are becoming sophisticated!
This partially developed, struggling, deprived, technically developing huge population on a huge land mass is oblivious to the strange natural calamities along with a rotten race of fellow humans descending on them helped by callous use of science and technology. The ruthless international race already begun to crack the cradle of civilization from where they were born!
